Option to limit PDS-operated did:web accounts to admins only #4

did:web accounts based on a domain from the PDS make an account completely & permanently dependent on the PDS. This seems pretty risky for regular users who might be creating an account on this decentralized network for the first time, so limiting this account type to only admins in some way could make some people feel more secure (as they could limit this account type to only the usage of relevant community services and accounts). I also think removing one more option for the regular user to lessen all the unneeded complexities of the PDS' offerings pushed at sign up could be nice.
