Publish to npm #1

I've enjoyed using changesets with https://github.com/jasikpark/astro-svg-loader, let's see if we can make that work without GitHub.

We can add secrets via the repo settings, after we've set our preferred spindle

Hmmmm.... I'm not sure changesets is usable at all seeing as it seems to depend on a GitHub app for managing PRs. Does make me think it'd be possible to build my own thing w/ ATProto somehow...
